one thing you might do is put a one-cell table with a fixed row height for the address that's above, where the row has enough height for the maximum lines of address.
You could also use a Textbox object that is NOT an in-line object for the placement of any MM field.

To ensure a consistent vertical layout, put the mergefields whose height changes (and any accompanying content if it affects paragraph text wrapping) into a fixed-height table sized to accommodate the largest amount of variable data.
