Mail Icon missing in Control Panel

I cannot use the mail feature of Windows 2000, seems Corel took it over and when I finally got that removed from the computer I have no messaging service or Mail icon to set one up. Do I have to reinstall Windows 2000? I don't see that this is a feature/program that can be added. Thanks in advance for your help.
 
Start, Run, cmd

MSIMN.EXE /REG
regsvr32 "%ProgramFiles%\Outlook Express\msoe.dll"

 
theres also the "fixmapi.exe" tool. usually found in the \system32\ folder.
