We are attempting to use MADN and internal calls are fine but external calls receive busy.

6004 (the "phantom" extension) (there is a user and a extension created, no device has ever been logged in/plugged in)

Calls from 3508 to 6004 ring normally on 6001 and 6002
Calls from an external number to a DID pointing to 6004 get busy signal (6004 has voicemail disabled) - and never ring 6001 and 6002.

Is there a setting to not treat 6004 as logged out?
Should 6001 and 6002 be ringing for external calls even though there is not actually 6004 connected?

Phantom MADN user does not need any extension, you should create just the user (no license needed) and proceed as you did
