Macro error and Windows XP rights

We run Cognos version 7.1 and Windows XP. Our employees are only users on the Windows XP machines. When they try to run a macro in Cognos they get error code -1003, error exception not handled by program. If I change them to power users the macro runs correctly.
I changed rights for cognos for all users at the cognos folder and in the registry, still will not run correctly.
Any ideas?

Download filemon from sysinternals.com and log the action for that user. then filter the logfile for the word "denied" to find the culprit.

It identified a ~ file it wanted to place in the System32 folder. I opened up modify rights to this folder and the macro runs just fine. This is not something that we want to leave open but its a quick fix.
