Machine Administration problems

I have a new machine that I am setting up. I have no problem connecting to the network. However, the issue is that the user should be able to be the admin of his own machine. I cannot log in as an admin on this machine except in safe mode, to install programs, adjust power settings ect.I have created a user as an Administrator however when I try to access the machine with that log in, it says I have administrative priviledges until I try to do something that requires use of those priviledges, such as adjust the power settings or install a program and then it says "Access is Denied, you do not have administrative priviledges, contact your network administrator."

I have been trying to sort this out all day and am ready to throw the machine out the window...please help.

Is this XP Home edition? This is normal behavior.

Have you tried pressing Ctrl-Alt-Del twice at the login banner? Normally this will give you a traditional login prompt. Then you can type in Administrator as the userid. The password will probably be blank.

This is Win XP Pro edition.

I have tried logging in as administrator with blank password and it only works in safe mode.
