If it has a PROGRAM button and a display, press the PROGRAM and look for the Volume Control setting. One of the icons that appear in the display is for ringing. Make sure that's turned up.

If that doesn't work, change the phone.
 
Lots of 2616s had the No Ring problem. The interim solution for the user was to take the phone off-hook, since the buzz tone still always works.

Press Program button - press 00 - press 1
The phone will display your volume level on a display if available and audibly ring at that level, which you can adjust using the arrows at the bottom of the key pad.
If this does not work, try unplugging the phone for a few moments then plug back in making sure the power is completely off the phone, this will often reset it and take care of the issue. If this does not work swap the phone.
 
actually, plug it back in with the Rls key depressed to run local diag, if it doesn't go into local diag, chuck it in the trash
