He doesn't have 3 TN's left, he hase 3 TN Licences left.
A TN is a physcial unit on a card.
A TN Licence allows you to program that TN with as a phone.

acewarlock, unless you know of any DLC cards that DON'T come in 16 TNS per card (61/16= 3.8125) then I have to assume that he has 3 tns left

It is possible Matt, that someone has put those 3 tns and programmed them as OOS types, you would have to see if that is the case....
Go to LD 20 and at the PRT prompt do:
PRT OOS or OOSMLT (forget which one) this would show you if someone programmed them as out of service units and that would mean they are unavailable.... but most techs would not and just replace the cards......
As bigindian65 suggested early in this chain, going to LD 32 and doing a stat of your cards will give you a good graphical representaion of what you have in your PBX. Seeing this might give you the answers you are looking for. Type in STAT x in an option 11, start at 0 and work up, if it is not a digital, analog or universal trunk card you will get an error (as with a T-1/PRI card). Digital cards will show 32 ports ()-31) but only the first 16 (0-15) are available fo phones. You will see what types of phones are there, what state they are in and what TN's are available to use. Taking the covers off the Opt 11 and looking at each of the slots as you stat them may be helpful too, to see what the cards look like.

In the Original Question, he was doing a LUVU, which will list any unused Voice ports on any digital cards. if he doesn't get a return print list, that means he doesn't have any unused Digital units on any digital cards.
There are 32 port on the card, 16 Voice and 16 Data, thats why you lse LUVU (List Unsed Vouce Units) if you do a LUU, it will list all ports including Data ports.
When he went to LD 11 and got the below info, That is Licence's used and available and has nothing to do with Units on any cards. Doing a STAT on every Card will give him the same info as doing LUVU, only alot faster.

gotta tell ya the 8D worked like a charm. It gave me a list of unused, I checked them all and they are unused. Now licesning is an issue and I can and will get that resolved.
Cards are an issue too but I have a line on those as well.
