Is there a standard order for the head content? (ie, scripts, include files, metatags, css links, etc)

In theory, there shouldn't be.
However, I've experienced problems with putting IE 8 into compatibility mode if the meta tag is placed after a script tag, or certain other elements. For this reason, I'll always put the compatibility directive first should I need it.
Also, if you have any JS that needs to access things like the document title, etc, then it would need to be included after the title element.
Personally, I always put any meta tags, then title, then main CSS, then IE override CSS, then JS.
