<a href> tags not working properly 1

Problem: The in-text links are not working properly. There is one that should link to " and one that should link to " The CSS for a:link, a:visited, and a:hover seem to be ignored by IE. In FF the CSS works fine, but they link to the same page rather than the source URL's.
 
Both links are coded thus :

That should be href, not src

I should add that the reason they link to the same page is that a link will, by default, link to the page it's on unless an href attribute is specified.
