Low volume on Norstar CICS trunk calls

I have two Norstar Cics switches that compain of low volume on calls. One has voice mail one doesn't I have replaced Cid trunk cards. Both switches are within one mile of each other, i took ckt loss reading on copper trunks anf they were 5.5 to 6db which should be good any ideas I am at a loss and ATT is no help. Calls are local.
 
I really can't tell that call volume is all that low however multiple employees at both of these location complain of it. I have set the switches to long co at both sites and still have complaints of low volume. I think it is telco related since both switches are less than one mile from each other but the circuit loss readings are ok at -5.5db.
 
Both systems are set to use set volume and they say even after turning volume they don't hear well. Any dip switches on trunk cards or anything you can tell me i would greatly appreciate.
 
Try changing the loss package in the line settings to long co or long pbx.
 
Whats rls phones are they for the complainers?

i am not sure of the release but the one office that i put in three weeks ago are all new Avaya t-7316e. The other office phones I believe ate the Nortels about 24-30 months old.
