Loud echo on called party' SL1100 with PRI and analog stations

Only when I use an analog station on this SL1100 will the called party experience a very loud echo. it is consistent with the called party/outside party and the analog station via the PRI. Any calls via a digital phone are just fine. NTAC helped me adjust 10-03 for the SLI ports: transmit and receive db gain (lowered it) No improvement. We also adjusted 14-01-02 and 14-01-03 with no improvement. They believe it is the telco coming in too hot via the Edgewater 4550 from Optimum. I believe, from what I have read, on the Edgewater is that we can set the T1 interface on the edgewater 4550 to -7.5 db to help with this problem but the equipment belongs to Optimum. Customer ise using a Polycom soundstation on the analog port but I tried my butt set and a regular single line phone and it was still a problem. Internal calls are fine.

NEC NTAC suggessts a CSU/DSU in front of the sl1100 system to help. I have Adtran T1 ACE units available but I am not sure if that will work. Planning to try it later this week.

My question is if you have ever had this problem. What was your solution? I am trying to cover my bases if I cannot get telco to adjust the Edgewater 4550.

System has been in service for 4 years and the problem was tolerated by the customer but no longer will be tolerated!
 
Here is an NTAC ticket I had and corrected it. Pay close attention to the things it corrects (ECHO)

You must do the following from a telephone:

Enter system programming by pressing Speaker, then dialing #, *, #, * .
Password is 12345678, then press the Hold Key.
Next enter 9068 to go to program 90-68-01, then press select.
At the "Adjustment Start _ " Prompt enter the line number of your first analog trunk, then press Hold.
The system will then run a series of tests on that line. Allow the tests to complete. If the line is not an analog line or if the line currently does not have dial tone, you will be returned with "Error".
Once the tests are complete, you will be presented with "Copy? (1 if Yes)" if you wish to copy the new settings the system has automatically set for this line to your other lines, enter a 1 and then press Hold. If not, simply press Hold, then the Mute key several times to back up to a blinking curser on the display and then press the Speaker key to exit.
Once the test/tests have been completed the system MUST be reset for the changes to take place.
In some cases it may be a good idea to run this individually per line. Especially if the source of each line is different.

This procedure should be run in the following cases:

Upon new install of a SL1100, once the system is installed onsite with the analog lines installed.
Anytime the system is moved to a new site, once the lines are re-installed at the new location.
Anytime the line source changes such as changing over to a new provider.
Anytime an additional line is added.
This only applies to analog lines.

Running these procedures often resolves many issues such as echo, poor Speakerphone quality when on outside lines and DTMF reception issues related to an Auto Attendant.

 
Ah I see it now. I agree with NTAC then. I would call out the carrier. I worked for a dealer that was also a Carrier. I would have customers with our phone system and dial tone and one in particular they were having echo and cut out. I tried replacing the blade, I tried the gain levels, nothing worked. In the particular instance I am thinking about the only way I could actually fix what was going as far as replacing the Adtran gear that provided the PRI interface. It was hard justifying it to management and it sucked, but in the end it fixed it.
