Do I have any options? The catalog is not huge and could be recreated with moderate effort, but someone did not even create an "icr" file for me to follow.

I know the application comes with an executable called "CatalogPicklock.exe". I know of no documentation for this, but it's purpose seems obvious. It does not run with a simple arguement of the catalog name and path. I suppose Cognos support could help you with it if you have support.
