Lost developers menus

I create a backup copy of mdb and cleanup some code. then setup the startup options so none of the menus will show. I need now to make some more changes but can not get the development menus back on as the tools >> startup menus is not an option. The only menu options are file,edit,insert,records,windows,help

Hold the Shift Key down while you open the database, keep holding it down until the db is fully opened.
