Loop status is DSBL - ALARM STATUS : RED YELLOW

Ok, I'm fairly new at this so bare with me. My Verizon TIE line is down and normally when it goes down it's status is RED however mine is RED YELLOW. I have disabled and re-enabled the loop and D channels with no luck. What am I missing here?

Give yourself a hard loopback, you should see the circuit come up with a message printed out saying "wrong mode". If this happens it looks like your equipment is ok. Then its time to call the Telco and report the problem to them. Do your loop back as close to the demarc as you can.
 
Ok, I will give the loopback a try. My counterpart has disabled and re-enabled his loop and D-Channel and he is in a MBSY state. Any more ideas?
 
Im having the same problem only mine is a test switch. So I dont think that it is a TelCo Problem.
 
It was indeed local Telco (bad OC48 card). Had to set and reset my D channel and Loop several times. Seems to be holding steady with no errors. Thanks guys for your help.....I appreciate it!
