Try ebay.com. Do a search on MS Office 97. They have quite a few folks selling full version legal copies. It's just as cheap to buy the Office suite, and only install Access, as it is to buy Access, cause it's harder to find than Office.
I have had good luck with software that I have bought there, as ebay has cracked down on the folks trying to pirate stuff.
You can also try buy.com and onsale.com, don't know for sure about those.

I cut an paste code all over the place and hardly ever write anything from scratch I‘ve done most things already. I am a VB/VBA code junky. I have some 350 code snippets at my disposal some with dates as far back as 1994 using Access 2.0
I write code extremely fast and jump around a lot. I have the 3 or 4 apps I am using that are going to make this enterprise solution. I use Access ’97 cause it has a huge amount of power to read and combine data from all over. Why do you think it had a GOLD KEY as its icon (It is the GOLDEN PASS KEY to open any data) Now the Icon is a flat looking plain Red nothing key. That’s your first clue its lost its magic.
Everything I do has VBA code in it someway shape or form. Access 2000 can't cope period. I have used the new features and yes some are great. But I hate, that there is no more build in the VBA cause its a separate program. When you have to refer to something using like this:
' set record source to Subform
Me![YOURsubform].Form.RecordSource = MyRecordSource
Its easy using build.
OH yeah 2000 is a great play toy.
But when I spent a Hugh amount of time creating an application from scratch only to click something and have it crash and then cannot add one letter more to my VBA code. I called Microsoft being a Certified Professional, and after putting mye on hold several times they finally cam back and said sorry sir you have to create a blank database and import what you can. Don't you have a patch or a fix yet do I have the latest versin etc on and on. I imported it back into Access s'97 and finished the project. with out a crash or hitch. Then I Hit Delete for the last time on Access 2000.
In Access 2000 I waste 4 days worth or code banging.
I'm telling you unless you're just playing with it you are OK. If you want to depend on it for your lively hood you are asking for trouble. I know all about .MDE's and Backend's I wrote have of the FAQ's on them.

If you are not going to take my word for it then good luck to you. If you like the product than you are not doing anything like what put it through.

there are a bunch of system integrators that have leftover software legal and registerable.
