Logon Scrip file will not run "access denied"

I have a problem with my win2000 server. When Clients who logs on to Server via RDP, the LOGON scrip saved in SYSVOL/SCRIP is running. I can see it for 1 sec so its running. I added a PAUSE command to the script file and it comes up
Net use q: \\server\folder
Access denied

With the same user logon i right click "my Computer" and i can map the drive with no problem.
Can anyone give me some hint on what is wrong?
Nothing is logged in the event viewer at all.
WIN2000 has the latest win update and running F-secure antivirus regulary

Futher things has been tested.
copied the script file to administrators desktop and trying to execute.same thing happens.Access denied.
Removed all GPO from all user, same thing.
I also just discovered that i have a problem with control panel (add/remove programs) will not open at all. I am wondering if there is a more deeper problem.
Any idears ?
