Login process box not displayed

I have a weird one! I have a Windows 2003 SP2 Standard Terminal Server running with Citrix PS 4.0. We deleted our ICA listener and recreated it and now the Windows login process dialog box that shows the login process such as loading your personal settings, etc. does not display when users log in. So, the users think nothing is happening because the screen is blank. Eventually their desktop appears.

Does anyone know how to re-display the login process dialog boxes?
