Login as a service problem

I have a Windows 2003 Server (SRV1) that I have just added to a Windows 2003 ADS domain. Since adding SRV1 top the domain, I can no longer add any user or group to the advanced rights of "Log in as a service". The option to add is greyed out. I have not implemented Group Policy in the domain either. How do I get back the ability to add users to advanced rights on SRV1 again? What is causing this?
 
In 2003 the run as service setup is in the following:

1) Administrative Tools
2) Domain Security Policy
3) Expand Local Policies
4) Select: User Rights Assignment
5) Scroll down until you find: Log on as service
6) Double click
7) Select the check box Define these policy settings
8) Using the comand button Add users or Group add the desired users or group.
