Logging into a PDC over 56K PPP link

Here is the scenario. There is a PDC in our main location with a 56k PPP link to an annex building down the street. Users in the annex are having difficulty logging onto the PDC. When their machines (a mixture of Win 95/98) boot and the log on box is first displayed, if they enter their password they are denied access. If they wait a few seconds (30) or cancel out then try to log in after the machine fully boots, they can log in to the PDC without any problem. I know this is a Netbios issue. All PC's have LMHosts files pointing to the ip address of the PDC. A Cisco 1602 router is on each end of the link with ip helper addresses configured pointing to the PDC. Any ideas?
