Logged in phones don't show all buttons 3

I have 3 9.1.6 systems connected via SCN. When I try to login a phone from another site, the phone will log in, message and call log buttons work, but I only see their appearance and call park buttons. DND, twinning, page buttons are all missing. If they log into another phone at the same site, all work normally. Anybody ever see this?

Are buttons set using user rights table?
If yes then the remote site doesn't have the same user rights table.

Yes they are.

The user rights groups had the same name in each system. I renamed them, again to the same name, and all is well. Thanks for pointing me in the right direction.
