Is There A Log File (Or Files) That Specifies File Actions On The Server, For Example: Every File That Was Created, Deleted, Edited When And By Which User?

activate the auditing on those folders, and you will be able to see it on the security events from windows.

please bear in mind that these might be quite large very fast.

If you need to continually monitor this, I would recommend software. ChangeAuditor from NetPro is the best. I use it and it is great.
