Locking PC, Can't get back in after hitting Ctrl Alt Del, blank screen

When one user goes to lunch, he locks his PC, when he comes back (could be an hour, could be 3 minutes) and hits Ctrl + Alt + Del, he's presented with a blank screen that just shows his background bubbles and the mouse pointer, nothing else...Anyone ever seen this? He has dual monitors and we thought the logon window was being pushed off the screen, but we couldn't find a way to try to move it if that was the case. PC seems to work fine beyond that, and the only way he can get onto his machine again is to reboot...Thanks for the help in advance!
 
Is the machine part of the Domain or a Standalone, is Fast User switching, or the Welcome Screen used?

"Type control userpasswords2 in the run box, then click the advanced tab. At the bottom see if require users to press ctrl+alt+del is checked." Maybe the reverse of what it is set to might help?

Just saw one situation like this yesterday and have only seen it once. I thought it was a fluke. At first I thought the machine was locked up, however I did get it back. I think that I did a couple Alt+Tab (like switching open windows) & then another CTRL+Alt+Del and got the logon prompt but I'm not certain of those steps. I'll post back if it occurs again.
 
It is part of a domain, we'll check out SMAH's advice, maybe alt + Spacebar to get the window to move if it in fact is off the screen...
