Locking 3904's

I am operating an 81C. We would like to lock our 3904's. We've done a little research on the subject and found the programming for load 15 and 57 but cannot lock the phones. What is the proper procedure to do this?

SCPW on the set programing in ld 11 length must equal SCPL defined in 15.
