Lock on database during Restore

When I try to restore a database from a .bak file, the wizard comes up with a message saying that the database is in use and the administrator should have exclusive access to it. Now I understand that there is an application that holds on to the database , but the thing is that this behavior is very inconsistent, in the sense sometimes, the message does NOT come up even when the applications are running against it. By applications I mean there are certain NT services that run as part of the application.
I usually run the sp_who against the db to determine the processes running against it or click on Current Activity in Enterprise manager.
I am running SQL server 7.0 SP2 on NT Server 4.0 SP6a
Any help on this would be appreciated.
