If my main site is in the US and I have 2 users with phones connected to my main site that are sitting in Paris.. the time on the phones is in US time. Do I just create a location and associate that to the network region for Paris? What would I put as the NPA for that.. keep it as the US NPA since all the dialing is following normal US rules?
 
What's your ip-network-map look like? You should have those users mapped to the Paris NR which then would apply to it's own location. And in that location, yes you could off-set the timezone to adjust the clocks on their phones.

I don't use the NPA field when it comes to my intl sites.
