Local User accounts on DC

We are using Tivoli an drequire a local user account on the DC to be able to install and send alerts.. but I can't seemto create one. I tried the "Net User" command but this also created a Domain account! Is there a switch or anotherway of creating local users??
 
As I understand it, a Domain Controller doesn't allow local accounts to be created. If you need a local account to use a particular piece of software, then I don't think you can use it on your DC. Do you have any non-DC file servers that could run the app?
 
Basically it is monitoring for the server so it has to run locally, I'm well stuck! :eek:)
 
I would contect IBM and simply ask them if there is a way to run Tivoli on a Windows 2000 DC.
