local groups in NT on DC

This is probably something people learn right away when they learn about NT 4.0, but I can't figure it out. When I'm on a member server and in User Manager, if I do Select Domain and type in the name of the server I'm on, I can work with Local accounts. But if I'm on a domain controller, it won't let me. It says "\\[server] is a member of domain [domain]. Focus will be set to domain [domain]." Any help would be greatly appreciated.
 
In NT and 2000, you can't create local accounts on domain controllers. This is a security measure that allows you to create accounts but not have users logon locally to a domain controller.

When you create the accounts on the DC, you are making domain-wide accounts, not local.
