I have a local group policy that I would like to push out to my XP Pro and W2K Pro clients. Can this be done in a NT4 Domain? If so how without doing these individually?

You need to get from Microsft the IntelliMirror software extensions. See this site as a beginning link:
You want to setup and implement this using a Win2k or XP Pro client. An NT client is restricted to using the earlier ZAK software extensions, and I doubt that would serve your needs.

but this isn't for LOCAL group policy. Is there a way to change a local group policy and apply it to specific machines in a NT4 domain?

As NT server doesn't support the same policy structure as 2k/XP, suspect you could be out of luck (without upgrading to 2k server). Small thought - if you could capture what changes to the registry are made by your required policy (eg, regmon from you might be able to export the 'affected' keys, then run a job to import/load them to registries of other machines (eg, using psexec, part of pstools, from same site, or a one-off logon script...)
