Local Disk security permissions

Is there any way I can get around the security permissions that have been set on a hard disk?

Basically, we have a PC in another location that the user has changed the permissions on, so that only that user has access to the local disk, and everyone else (including domain admins) are denied access (including read). This means that we cannot access it over the network at all.

Is there a way to force the permissions? Any software which will help us do this?
 
Take ownership of the root diectory and all sub-folders, then you should have full access
