loading a new language

In R11.1 do we need to reload the VM service in order to load a new language? or can we just install it without wiping the programming?

Used to be able to add languages without wiping programs, was really straight forward. .....going to stop looking through the posts...."used to be" vs "current situation" is unknown to me at least....also a pity sizbuts not on this anymore
 
On Server Edition/AppServer all languages should be available as default.

Not server/app version it is a stand alone windows 2012 R2 server sorry for the confusion it is R11.0 FP4 SP4. I have been working on to many upgrades.

You can probably Modify the installation through Control Panel -> Programs and add the languages or just copy the language folders from another installation.

I wasn't sure and thought I had read some where that it needed a reload to do this. Just wanted to be sure before trying.
 
All it does if you install more languages is that it installs language files in each selected language folder.
If you set a language you haven't installed it will still try to find it in the assumed folder so it should work just to copy them in there.
