Load Report Error After Deployment

I know this has been brought up several months ago, but I am fighting this crucial deployment using VS.NET 2003 with the embedded Crystal Report package.

The error when starting a report is: Load Report Error
Test workstation OS is Win2K

In my setup/deployment package I have included:
Crystal_Managed2003.msm
Crystal_Database_Access2003.msm
Crystal_Database_Access2003_enu.msm
Crystal_RegWiz2003.msm (with the license key set)
VC_User_CRT71_RTL_X86_---.msm (I use ADO.NET Datasets)
VC_User_STLT71_RTL_X86_---.msm (" " )

I have also gone in and manaually tried to register "crqe.dll," which is successful, but the report still fails to load.

It's crunch time... HELP!

Sorry correction on error message: Load Report Failed

My solution:

I recompiled the application changing the reports to "Content" instead of "Embedded." Then I was able to place and reference the files anywhere.

Still would like to have an "embedded" solution, though.
