Lisp file that will do what the mline does, but for circles??

Does anybody have a lisp file that does what the mline (mend line)does for lines & willing to share it? Thanks.

OVERKILL command (Express Tools) will mend aligned or overlapping arcs.

I can use that command to fix overlaped arcs, but not to join an arc. That is a sweet proggy. Unless I am doing something wrong. Thanks.
