Linux Include Error

Having a problem running a few makefile setups in Linux. I'm not sure what's going on, and I haven't found any other specific documentation. Anyway, I run make and it shoots out a bunch of info and stops at
/usr/include/bits/local_lim.h:36:26: linux/limits.h No such file or directory
and then Error 2's and leaving directories.
As far as I can tell, this has something to do with source files. What source files are they, and where can I get them? I'm using Mandrake 8.1 standard install.

you need kernel-headers installed or extracted - demends on you distro

So, I looked all over my installation cds for Mandrake 8.1, kernel 2.4.8, and I can't find the kernel headers anywhere. Know where I can get the headers off the internet? Hopefully in RPM form.
