Is there anyway that I could by clicking on a button in the left frame open two different pages one in the top frame and one in the main frame.

Yes, there is a way. There are ways actually. Just one of them:
<a href="file_name_for_MAIN_frame" onClick="parent.frameName.location='file_name_for_TOP_frame'">
In this example first link is open in usual way <a href=""> and second (and may be any other number) link is open using JavaScript onClick="".
You just need to put exact file and frame names in places colored green.
