Links in Outlook 2000 Do Not Start Web Browser

I have a remote user (so re-instaling is not an option) that cannot open a link from Outlook unless his IE Browser is already open. Any thoughts are appreciated!
 
I am shooting from the hip here, but perhaps IE is not set up as his default program for web pages. Maybe he installed some other piece of software that overroad the setup in windows.

 
What exactly happens when clicking the link in Outlook? Does a blank IE window that just sits there and never loads?

If so, try this:
Open a command prompt - Start, Run, cmd, OK.
Type regsvr32 urlmon.dll and reboot.
Then open IE and go to Tools, Internet Options, Programs, Reset Web Settings.
 
No, nothing happens at all. I suspect the problem was caused by a pop-up blocker that was loaded on the computer.
 
In that case, try this:

Open Windows Explorer, Tools, Folder Options, File Types. Scroll down to URL-Internet Shortcut and single click to highlight. Then Advanced button, highlight 'Open' and click the Edit button. Under Application used to perform action it should read: "C:\Program Files\Internet Explorer\iexplore.exe" -nohome
