I'm wondering with NOT SIGNALING and NO CLOCK CONTROL.
In my mind It should look like

SIGNALING and SYNC RECEIVING.

please show all links with GJLSPRINT=ALL; and signalling with ILSSP; , clock control with SCICP;

ok there is 1 problem in these printouts:

lim1 only has only signalling link.

try the ILLAI; command to and check if it helps, if not block with GJBLI and restart with GJRFI, then do ILLAI again and check...
