Link to a folder on C drive

I want to create a link to a frequently visited FOLDER on my local C: drive. The following link worked OK on the PC at my last job, but it doesn't work on the PC at my current job. Here, the OS is XP Pro, and the browser is IE7.

I've tried everything that I can think of and nothing worked. Any suggestions?

The argument to href should be between quotes, not apostrophes

Do you have that folder on your machine at work? When you say it does not work, what happens?
 
Double quotes was one of the options I had already attempted. I tried it again as you suggested and it still doesn't work.

Any other ideas?

Is that the actual filename? It's not ProTable.doc or ProTable.htm or something?
