Line spacing between Returns 1

I have a navigation list in a table. If I use a standard paragraph return the spacing between lines it too much and if I use a <br> return it it too little. Is there some way using css or something else to get it where I want it? I am using Dreamweaver mx 2004

Yes. You could assign a class to the paragraphs and adjust the spacing to fit your needs.

But why not simply try unordered lists <ul> for a list?

Where do I set the list spacing in the css style definition window (or anywhere)?
