Line side T1 and Copper trunks

I have a Lab environment and have copper tie lines from the Lab PBX (Option 11C) and our production 81C. We have a line side T1 running off the Option 11. A caller is connected to a channel on the Line Side T1 listen to IVR, call then attempts to transfer the call externally over the copper tunks to the Option 81C.

I am receiving the following errors and the call is disconnecting:
BUG9014 - Failure to create message buffer.
BUG30 - Trying to idle path for nonexistent/unequipped loop or slot zero.

Can a Line Side T1 interface with copper tie lines?
 
YOU NEED TO INTERFACE THE LINE SIDE T1 WITH A T1 CARD IN THE OPTION 81C CONFIGURED FOR LOOP START TRUNKS. ALL THE THE LINE SIDE T1 CAN DO IS SUPPLY LOOP START EXTENSIONS TO A IVR OR TO A T1 NETWORK CARD

The Line Side T1 is connected to a CTI/IVR application. One of the options on the IVR is to route the call externally, meaning the Line Side T1 ports would transfer the call over the copper tie trunks between the Option 11 and Option 81, the call would then utilize a PSTN trunk on the 81. The CDP is already established on the 81. I have removed the Line Side T1 card and inserted an analog card and it works fine. Just will not work with the Line Side T1 hardware.
 
IF YOU CAN RECIEVE A CALL ON THE ANOLOG CARD YOU SWAPPED AND CAN XFER TO AN EXTERNAL NUMBER , BUT THE THE IVR AND LINE SIDE T-1 ISN'T WORKING IT SOUNDS LIKE THE IVR ISN'T PERFORMING XFER CORRECTLY, IT HAS TO FLASH HOOK AND DIAL THE DN SAME AS YOU DOING IT MANUALLY. SOMEPART OF THAT TRANSFER ISNT RIGHT , YOU CAN USE CALL TRAC LD 80
TYPE TRAK TN DEV(TN OF IVR PORT ie. 2 0)AT TIME OF XFER.
THIS MAY HELP YOU TROUBLE SHOOT PROBLEM.
