Line Redirection missing Select ALL

I have a BCM50 norstar system bcm_m50r1 1.00.2.04.j. Normally when i press Feature 84 i get a screen to select line out and an option to QUIT or ALL. For some reason the ALL option is missing. When i press Feature #84 i get the Quit and ALL buttons. I have an identical system at another location and the ALL option is available. Am I missing anything in the config or options?
 
I think i got it to work. They are set to Y.

Anyways system 1 at location 1 i have to press Feature 84, option ALL, enter cell number, and press OK. System 2 at location 2 I have to press Feature 84, press intercom, enter cell number, then press ALL, and press OK. Not sure why system two has a diffrent setup since both systems are the same and installed by the same installer at the same time. Anyways thanks for ya'lls help.
 
The phone that shows 'all' has line appearances on it . The phone that does not show 'all' has no line appearances, so you have to push intercom and enter pool code or dest code and number
