Line Protocol Down

I have a 3600 connected to 2 IPLC's

One is perfectly fine and connects at 64k without any problems the other new 2mb circuit, won't connect at all

BT have proved the circuit, but we still only get a interface up, protocol down.

Interface is fine, if we swap the cables the int comes straight up.

Anyone got any ideas

If your line protocol is down there is normally a problem with either your clock rate or keepalives.

Does it have properly configured whatever layer2 protocol you are using?

Line protocol is {up | down} Indicates whether the software processes that handle the line protocol believe that the
interface is usable (that is, whether keepalives are successful).

Do you apply Frame Relay?

If the serial interface is up and the line
protocol is down, either the local loop between the CSU and the service provider¡¯s switch is bad, the service provider¡¯s switch is not functioning, or
there is an LMI-type mismatch between your router and the service provider¡¯s switch.

Have a look at the configurations especially if you are using FR. And also check the CD signal.

was over an IPLC so FR makes no odds...turns out that no matter how many times BT told us they had not fault on the circuit...they did
