Line Pool Question

Greetings gentlemen!

I'm supporting a Startplus STSe with a SLIBC card in it.

Basically, I'm trying to get the analog devices that are on that card to ALWAYS prefer the fax line (004) when they go offhook, unless it's busy, then they will go and use 002 and 001 (voice lines).

Obviously the fax machine itself will only ring on 004, but for outgoing calls, it's more flexible.

I'm guessing I need to do some funky stuff with line pools, but I'm really not sure how that works on this system. Can anyone give me some advice?

Configure off hook preference to go to the line group that line 004 is in. If it is the last line in that line group then the phones will go off hook to it and if busy the line 003, 002, 001 in that order until it finds a vacant line.
 
So to clarify, I need to establish two different line pools.
One is for my two voice lines (001 and 002), and one is for the fax line (004).

Since there is only one line in the fax line pool, they will "overflow" into a different line pool?
 
No they have to be in the same line group for them to use all lines.
 
line group 1 should have lines 1-4 enabled and that line group should be enabled on all extensions requiring that appearance.
