Line Disconnect Embedded Voicemail 1

I have a 500v2 8.1.69(BASIC MODE) that the lines don't disconnect when the caller goes to voicemail. If the call does not end up in voicemail it will disconnect just fine. I've messed with the Recall Timer Duration setting doing 50ms increment changes but problem still goes on. I called the carrier, but honestly I don't know what to do when it's just embedded voicemail that seems to be not disconnecting the lines. Anyone else experienced this issue before? Any help would be appreciated.
 
Recall timer doesn't play a role here. It is likely that your carrier isn't providing disconnect supervision on the lines. Non voicemail works fine because a human generally knows when the conversation is over and hangs up the phone. At the frame with your butt set and a multimeter across tip and ring, call someone and have them hang up on you. The meter should drop to 0 volts for a half second or so. If it doesn't, then have telco configure correctly. Many gateways (lines from something other that copper to the CO) don't do disconnect supervision well.
