Line 4 Not Ringing

BCM50 with 4 lines in a hunt group. When I test the hunt aspect everything works except line 4 does not ring on the phones. T7208 phones with no line appearances, ring only. Proved the hunt and line pool are working correctly because when I busy out the first three lines and call the main number the forth time it rings on the sending end. You can then answer it on the receiving end by picking up the handset and dialing 9 to access line pool A. On outbound this is the first line selected and it seems to work fine. What am I missing?
 
A few questions for you:

If you assign line 4 to appear and ring on one of your phones, does it appear and ring when called?

Also, how is it possible to answer an incoming call by dialing a 9? This is for accessing a line for outbound dialing and is not a pickup code that I am aware of. Maybe you are actually answering the line when you pick up the receiver and dialing the 9 is not actually doing anything. If this is the case, where incoming calls on line 4 are not ringing the phones but the call can be retrieved by lifting the handset, this would point to a bad trunk port. I would suggest rebooting (I'm sure you've done this already) or swapping lines 3 and 4 to see if the problem stays with the port or follows the line.
 
Even more interesting, it appears that no matter what I do the number in question will not ring on the receiving end. Even when I dial it direct and have ring and appear on a phone it still does not ring. The reason the call is being answered when dialing 9 is because the 9 gives me access to line pool A and on outgoing that is the line 4 in question that it grabs first. I am going to work on swapping lines 3 and 4 after hours to try and prove whether it is the line or port.
