limiting Internet email access to / from specific sites

I have been asked to allow Internet access to over 500 branches that currently are blocked from sending/receiving Internet email. I must allow them to send and receive to specific vendor sites only while not affecting our other sites and branches which are not restricted. I have one Internet connector.

Does anyone know of a software package that would accomplish this?
 
How is this currently being done? Single server or multiple? If multiple, what connectors are you using?
 
The branches are homed on (2) 5.5 servers in another site. The MAPI and POP protocols are disabled on both servers. There SMTP address has been removed. A group containing all the branches is blocked on the Interent Mail Connector.

I am experimenting using a mailbox on an unrestricted server giving the group "branches" permissions to the mailbox. The branches will connect via OWA eliminating the need for a configured client or logging off which is limited to certain times of the day due to business functions. I have sent and received Internet mail using this method. The resstricions may have to be enforced via policy.

Still a work in progress. Any thoughts are appreciated.
