I have a Summit 200-48 and I want to run multiple VLANs on it. Do I need special licensing to route between those VLANs?

No, usually you only need additional licenses if you want to run multiple OSPF instances.
If you want to route between the vlans just issue the commands:
* give the VLANs an IP address on the switch:
conf vlan <vlan name> ipaddress x.x.x.x/x
* enable ip forwarding on the vlans you want to route between
enable ip forwarding <vlan name>

I need help with NAT. I have an Extreme Summit 300-24 with Extremeware Version 7.4e.2.6. I have 2 VLANS 192.168.255.0 /24 and 12.151.200.240 /29. I have a device on the 12.151.200.240 /29 network that connects to the internet. I want to NAT all of my 192.168.255.0 /24 devices to the 12.151.200.240 /29 network. How do I do that? I don't have any more addresses left on the 12.151.200.240 /29 network. The Extreme does have a VLAN address in that network.
