License_Metering errors! Lots of 'em!!

I've installed SMS 2.0 SP2 on a Windows 2000 server version 5.0.2195. This is a test server to see if I can get it up and running before installing it on the real server.

The installation appeared to go well. However, the LICENSE_METERING component gives me continuous errors (every 30 seconds). The detail of the error message is as follows:

Severity: Error
Message ID: 9224
Process ID: 1464
Thread ID: 2328
Source: SMS Server
Component: LICENSE_METERING

An unknown error was encountered while the application was configuring the software metering tables.

I read in some MS Knowledge Base Articles that SP4 took care of some LICENSE_METERING errors. So I installed SP4. The same errors continue.

You'll need to enable the Software Metering log file (its not enabled by default) to better understand what problems are occurring.

Did you install SMS on top of SQL 2000? If so, you must choose mixed mode authentication, or you will have an error like this.
