level lines fly away 1

i like to use "level" lines, both horizontal & vertical, when starting by mouse from side ruler I move to needed places.

they are very helpful for alignment during design

however something happened with my main template file and I cant to use them anymore

when i "drug-n-drop" these lines from rulers and leave a finger from the mouse button - the lines disappear

is there any option that i have to activate to start using these level lines again?

Under the View drop down menu hover on View>Guides>View Guides
