I want to force my end users to periodically change their passwords on a particular date. How do you create a nal object that will do this for every user in their Nwadmin\user\password restrictions?

You wouldn't have to create a NAL object to force periodic password changes.  Just highlight all your users in NWAdmin, left-click Object, left-click Details on Multiple Users, left-click on Password Restrictions then click to 'un-grey' the options you want to change.  Then you can set a date/time for all the users' passwords to expire.
