Legislation and IDS

I have not found an IDS/IPS solution that seems to be worth the investment. That being said, are their legal obligations related to SOX, GLB, HIPAA or anything else requiring IDS to be implemented at locations dealing with confidential data?

First, you need to identify what regulations your business is affected by. SOX affects publicly traded corporations, HIPAA pertains to health organizations (at least), etc.
Read up on what the acts really are trying to accomplish, don't just get railroaded by some consultant.
Then you're in a position to start learning, and asking focused questions.
